CHHATTISGARH SOLAR POLICY
Chhattisgarh-Solar Policy 2012-17
The policy is very comprehensive and has the objective to encourage investment of Rs. 10,000 Crore in the state. The policy will be applicable till 31st March 2017. The total capacity targeted is from 500 to 1000 MW consisting of grid connected, solar parks and solar rooftops type projects. Salient features of the policy are as follows:
Eligibility: Any person, public or private sector developer can set up the solar power projects as either for captive use or sale of power to Third Party/States other than Chhattisgarh.
The REC route: The policy aims to promote Solar Power Developers to set up Solar Power plants for selling their power to State discoms at pooled cost of power purchase as determined by CSERC from time to time to enjoy the benefits under REC mechanism. It will also help the discoms in fulfilling their Renewable Purchase Obligation (RPO).
Type of Generation: The policy proposes to develop solar projects through grid connected solar power generation at appropriate voltage level, solar parks and roof top solar projects (incentives to be provided as per MNRE norms.
Incentives: Incentives under CG Industrial Policy like Interest subsidy, fixed capital investment subsidy, Electricity Duty Exemption, Exemption from Stamp Duty, exemption in Land subsidy, Project re-port subsidy, Technical patent subsidy.
Exemption of Electricity Duty: ED is also exempted for all solar power projects on auxiliary and captive consumption within the state.
VAT: Exemption for all the materials/ equipments as listed by energy department.
Open access for third party sale: Charges & Losses as per CSERC or central regulatory body for sale to third party outside the state.
Wheeling and transmission charges: As per CSERC regulations
Cross subsidy charges: Not applicable for intra state open access and captive use.
Banking: Allowed at mutual agreed terms
Grid Connectivity & Power Evacuation: Grid connectivity will be as per grid code. Evacuation line from interconnection point to grid substation shall be laid by CG Transco or discom at the cost of the project developer.
