Rating of Distribution Utilities

In order to enable a unified approach by Financial Institutions (FIs) and Banks for funding state distribution utilities, Ministry of Power has developed an integrated rating methodology for state distribution utilities. The overall objective of the integrated rating methodology is to devise a mechanism for incentivizing the distribution utilities so as to improve their operational and financial performance, enable regulatory compliance and influence respective state governments to fulfill commitments on subsidy, equity support including transition funding support to achieve self-sustaining operations.

Grading Scale: Operational and Financial Performance Capability

  • Between 80 and 100: A+; Very High
  • Between 65 and 80: A; High
  • Between 50 and 65: B+; Moderate
  • Between 35 and 50: B; Below Average
  • Between 20 and 35: C+; Low
  • Between 0 and 20: C; Very Low 

Financial performance parameters (such as subsidy received, cost coverage ratio, AT&C losses, financial planning) carry the maximum weightage of 63%. Efficient regulatory practices (such as issue of regulatory & tariff guidelines, timely filing of tariff petition, timely issue of tariff order) are the second most important factor holding weightage of 15%. Other parameters relating to submission of audited accounts, metering, IT & computerization, no default to Banks/FIs, renewable energy purchase obligations compliance, etc. have weightage of 22%.
